Context:
Szilard was the man who thought up the idea of America developing an atomic bomb. He had also done much of the research that showed that the idea was feasible. He persuaded Einstein to sign a letter to President Roosevelt, most of which Szilard had drafted. When Groves was appointed as the senior military man in the project he talked a good bit with Szilard, and the men took an instant dislike and distrust of each other. Secretary Stimson refused to incarcerate Szilard but Groves kept him off the Manhattan Project, a mistake that extended the development time needed. Groves was so convinced he was dangerous that he had the FBI follow Szilard for a while. All they learned was his favorite delicatessen. By the time the atomic bomb had been developed, Germany had surrendered and Szilard and others felt that there was no longer a need to beat the Germans to the development. So he went from the biggest enthusiast to the most serious opponent.
